The returns which under standing regulations ought to accompany the estimate did not come with this despatch; but they have since been received with 2105/48, so I have minuted that paper on the General Subject of the Estimates.
As to this despatch I do not think the attack on his predecessor in the 45 Paragraph need be noticed I dare say there may have been some irregularities, but I do not think Sir A. Kennedy was guilty of serious neglect; the Charges upon Revenue during his reign was much incurred
